Code of Conduct

Irvine Spectrum Center (the "Center") consists of privately owned shopping, parking, and other common areas where the public is invited to enjoy its pleasant, safe, family-oriented environment during the advertised hours of operation for purposes of shopping, dining, and enjoying entertainment and other retail-related amenities.

The following conduct is prohibited at the Center:

  1. Disorderly, disruptive, or unsafe conduct of any type, including, but not limited to, running, horseplay, throwing of objects, or use of firecrackers.
  2. Using, provoking or attempting to provoke, or intimidating or attempting to intimidate others with, physical force or violence.
  3. Engaging in any verbal or physical conduct which alarms, annoys, or harasses another person (including a minor) and which serves no legitimate purpose, including without limitation intentionally and repeatedly blocking or impeding an individual’s path of travel at the Center.
  4. Defacing, damaging, or destroying any real or personal property comprising or located within the Center, including, but not limited to, buildings, common area improvements, and landscaping.
  5. Using, creating, or expressing loud, vulgar, threatening, or obscene language, music, or gestures that are likely to cause a disturbance or may incite violence, including the use of musical instruments, audio and/or video, or any other noise-producing device or activity. Center management shall have sole discretion to determine whether any such conduct constitutes a disturbance.
  6. Soliciting money or other contributions, distributing commercial or promotional materials, or offering samples of items available for sale or available in exchange for a donation, except with the prior written permission of Center management, or in compliance with the Center’s rules pertaining to non-commercial expressive activity.
  7. Failing to wear appropriate attire including footwear, top, and lower-body covering (pants, shorts, skirt, dress). Attire that displays obscene or offensive language/graphics or is likely to cause a disturbance or may incite violence is not permitted.
  8. Performing any act defined by Federal, State, or local statute or ordinance as an illegal act or which could jeopardize or threaten the safety of, or result in harm to, persons or property.
  9. Unnecessarily blocking or restricting free passage (whether alone or in a group) to store entrances, storefronts, walkways, roadways, or parking areas. So-called “flash mobs” are not permitted.
  10. Operating drones or other radio-controlled devices, or recreational or personal transportation devices such as bicycles, e-bicycles, skateboards, segways, skates, roller shoes, rollerblades, hover-boards, and scooters, anywhere within the Center.
  11. Creating litter or throwing, discarding, or depositing any paper, glass, or other material of any kind anywhere other than in appropriate trash receptacles.
  12. Taking or creating photographs, or videos or audio recordings, to directly and intentionally capture identifiable images of customers or patrons of the Center without their express prior consent, or of any Center property or storefronts without prior written permission of Center management and for a commercial purpose. This includes recordings of any kind while following customers or patrons or continuing to record customers or patrons when asked to stop. This prohibition does not apply to security footage or incidental footage as part of still photographs, selfies, scenic photos, and the like for non-commercial purposes.
  13. Possessing, wearing, or carrying any firearms or weapons (or simulated weapons) of any kind.
  14. Smoking or vaping indoors or outdoors within the Center.
  15. Possessing, using, or being under the influence of marijuana, alcohol, or any illegal or non-prescribed drug.
  16. Parking in restricted areas or in violation of applicable rules, including time restrictions, designated use requirements, and posted signage. Vehicles parked in violation of Center parking rules may be towed or removed at the vehicle owner’s sole expense and risk without prior notice.
  17. Wearing masks or using any other means to hide one’s identity. Face coverings for medical necessity or religious purposes are allowed. Masks for medical necessity apply to medical grade masks including but not limited to respirator masks (N95, KN95, or elastomeric), surgical masks, disposable face masks, and/or the functional equivalent. Masks for religious purposes apply to religious garments that cover the face including but not limited to hijabs, niqabs, burkas, and/or the functional equivalent. Balaclavas, ski masks, or the like, are not permitted.
  18. Bringing unleashed and/or aggressive animals onto Center property, failing to remove animal excrement, leaving animals unattended, tying animals to Center amenities, or conducting any business on Center property that involves walking, training, or selling animals.
  19. Being present at the Center for an unreasonably excessive period of time, without transacting any business with a retail establishment.
  20. Using Center amenities and facilities improperly or for other than their intended purposes. Examples include, without limitation, swimming in fountains, bathing in restrooms, standing on benches, or sitting on floors, planted areas, handrails, stairs, or trash receptacles.
  21. Leaving personal possessions on Center property unattended.
  22. Entering or remaining on Center property before or after advertised Center hours of operation. For businesses that are permitted to be open after Center hours, the Center shall be considered closed at the time that is thirty (30) minutes after such business(es) have closed. All minors under 18 years of age must comply with the local jurisdiction’s curfew ordinances.
  23. Engaging in any use of the Center that is inconsistent with the Center’s essential nature and function as a shopping center, including without limitation: sleeping on Center property, erecting tents, or starting barbecues or open fires.
  24. Carrying or transporting large personal items or belongings onto shopping areas within the Center that are not used (nor intended to be used) by the guest to conduct business transactions within the Center.

Violators who do not comply with these rules may be asked to leave or be banned from the Center for a period of time, and a violation of any such ban may result in arrest and prosecution for criminal trespass.
